Brief Job Summary
This position is responsible for supervising the maintenance of department land records.
Job Responsibilities
~ Examines real estate recordings in the Register of Deeds and Clerk of Courts offices; determines relevance for maps and property record cards; oversees required changes; informs attorneys and/or property owners of any deed errors.
~ Consults estate files and death certificates regarding changes of ownership due to death or inheritance; oversees required changes; keys changes in tax system.
~ Makes changes to tax records and tax maps due to parcel splits, combines, corrections, transfers, zoning changes, and neighborhood changes.
~ Consults with staff and makes decisions regarding mapping problems and structural addressing issues; consults with appraisers and Planning and Inspection staff regarding property inconsistencies.
~ Interprets state and mapping addressing laws.
~ Assists other departments with information, specific requests, maps, and graphic data.
~ Provides assistance to attorneys, realtors, surveyors, customers, and the general public.
~ Trains, assigns, directs, supervises, evaluates, and disciplines personnel.
~ Assists in the preparation of the annual division budget.
~ Performs related duties.
Minimum Qualifications
~ Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.
~ Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years" experience or service.
~ Possession of or ability to readily obtain a valid driver"s license issued by the State of North Carolina for the type of vehicle or equipment operated.
~ Possession of or ability to readily obtain certification by the State of North Carolina as a certified Mapper.

Work Environment/Physical Requirements
~ The work is typically performed while sitting at a desk or table or intermittently sitting, standing, or stooping.
The employee occasionally lifts light objects.
~ Must possess visual acuity to distinguish between shades of color.
~ The work is typically performed in an office.
Supervisory Controls
This position has direct supervision over GIS Mapping Specialist I, GIS Specialist II, Land Records Review Specialist, and E911 Addressing Technician.
