Location: Parks & Recreation Job Title: Recreation Program Specialist (Marketing and Events) Created Date: 4/2020 Revision Date: 5/2022, 12/2023 GENERAL STATEMENT OF JOB Performs responsible recreation, administrative, and supervisory work in planning, organizing, and supervising recreation programs.
DISTINGUISHING FEATURES OF THE CLASS An employee in this class plans, organizes, supervises and participates in a variety of recreation programs and events.
Work includes planning, organizing, and/or assisting with large and small-scale special events, adult and/or youth programming, holiday events, , , and related programs; including hiring, training and management of part-time staff or volunteers.
Employee will also develop and implement promotional materials and marketing of all departmental programs and events, utilizing brochures, flyers, website information, media, and other mechanisms.
The employee is expected to exercise independent judgment and initiative in planning and conducting program activities.
Considerable tact and courtesy are required in frequent contacts with the public and with various population groups.
Work is performed in accordance with departmental rules and policies and requires judgmental discretion in the application and interpretation of programs, standards, and procedures.
Employee is subject to hazards in parks and recreation including working in both inside and outside environments and in extreme temperatures, and noise.
Duties may also expose the employee to human body fluids and the work is covered by the OSHA requirements on blood borne pathogens.
Work is performed under general supervision and is evaluated in terms of program effectiveness and through observation and consultations.
DUTIES AND RESPONSIBILITIES ESSENTIAL DUTIES AND TASKS Plans, organizes, implements, and supervises a variety of recreation programs for various populations of the community; evaluates programs for effectiveness; maintains appropriate documentation, including, but not limited to employee records, training qualifications/certifications, and time sheets.
Promotion and marketing of all departmental programs, events, and facilities, including: development and distribution of brochures, flyers, and/or other marketing materials, providing and implementing content for the website and/or social media publications, and/or assisting with promotion via approved avenues.
1 Recruits, hires, trains, and supervises part-time/temporary employees and/or volunteers engaged in a variety of special recreation programs including, adult or youth programming and trips, holiday events, and other related programs sponsored by the Parks and Recreation Department.
Manages and approves time sheets for associated staff.
Calculates program costs and sets or recommends fee amounts for program participants, facility use, etc.
Registers participants for programs; prepares and maintains a variety of records and reports, enters information into databases.
Prepares a wide variety of schedules; coordinates with facilities, maintenance, and others to insure events run smoothly; works with various community groups.
Solicits community awareness of programs and publicizes program activities; Serves as a departmental representative for community events, job fairs, etc Coordinates the preparation of meetings, part-time employee trainings, and schedules of staff/officials.
Assists with site preparation for programs or events, including but not limited to: supply coordination, delivery and setup, site inspections, and sorting, organizing, or cleaning as needed.
Performs inspections of sites, vehicles, or equipment as needed; maintains documentation and records of inspections.
Assists in the development of department and/or division operations, risk management, and policies and procedures.
Motor Vehicle Operator for Iredell County.
Transports program participants and/or equipment to/from sites for recreational activities.
Schedules use of vehicles issued for programs; coordinates maintenance as needed.
Performs and/or oversees daily inspections of vehicles before use within programs with proper documentation.
Purchases programming supplies within departmental guidelines.
Manages inventory of equipment necessary for conduction of programs; controls approved by budgetary expenditures.
Attends conferences, workshops, seminars and training programs to enhance job performance and maintain current standards; establishes and maintains professional affiliations to keep abreast of new ideas and trends in program area.
ADDITIONAL DUTIES Assists other department staff/divisions in various events, programs & activities, record keeping, and data collection.
May also assist in the development and implementation of special projects.
Serves on various committees as needed Must be willing to work some nights and weekends.

RECRUITMENT AND SELECTION GUIDELINES KNOWLEDGE, SKILLS, AND ABILITIES Considerable knowledge of the policies and procedures of the Parks and Recreation Department and related state and local laws.
Considerable knowledge of the principles and practices of recreation, and recreation facilities and services, including programming standards, equipment and tools, event layouts, etc.
Considerable knowledge in planning, marketing, promotions, graphic design, website management, sponsorships, and advertisements related to special events and recreation programming.
Ability to develop and implement small and large scaled recreation programs.
Knowledge of the application of information technology to the work of the department.
Knowledge of County personnel, budgeting and purchasing policies and procedures.
Working knowledge of office technology including use of Word and Excel.
Skill in facilitation and collaborative conflict resolution.
Ability to work effectively with other departments, staff personnel, community organizations, the general public and special population groups.
Ability to evaluate program effectiveness.
Ability to design publicity material and effectively utilize related software programs.
Ability to keep accurate records and prepare and present reports.
Ability to communicate effectively orally and in written form.
Ability to recruit, select, and supervise and organize the work of others.
Ability to train and instruct participants in a variety of activities.
Skill in organizing a variety of activities including attention to details, deadlines, and proper coordination with others.
DESIRABLE EDUCATION AND EXPERIENCE Graduation from an accredited College or University with a Degree in Parks and Recreation, Marketing, Public Relations or a related field and experience in recreation programming; or any equivalent combination of 3 education, experience, and training.
One (1) to three (3) years of employee supervisory or management experience preferred.
SPECIAL REQUIREMENTS Possession of a valid NC Driver’s License.
Prefer possession of, or willingness to obtain, a North Carolina Commercial Driver’s License (CDL) with “P” endorsement.
Possession of CPR and First Aid Certification within 6 months of employment.

Work primarily consist of office work at a desk.
At times this employee is required to walk and stand for long periods of time outdoors as part of recreational programs.
