This position is time-limited, grant funded, full-time.
Funding for this position will end on June 30, 2026.
Judicial District 39 is seeking a qualified applicant responsible for carrying out general duties on behalf of the newly formed adult treatment court (“Community-Centered Court of Lincoln County”) in Lincoln County, North Carolina.
The Coordinator is responsible for: Maintaining a full caseload and an approved case tracking system of treatment court participants within the Community-Centered Court of Lincoln County and entering detailed data on participants into the case tracking system on a timely basis.
Serve as a program liaison for the court to agency partners such as adult probation officers, treatment providers, social service agencies, etc.
to monitor participant progress, and aid in the facilitation of communication between contacts with community resources and the treatment court team.
Assist in developing and presenting all educational and public relations information relating to the Community-Centered Court of Lincoln County.
Provide updates to the Senior Resident Superior Court Judge and Trial Court Administrator on the statistical database and evaluation process of the Community-Centered Court of Lincoln County for the preparation of an annual action plan and to review program performance.
Responsible for reporting team meeting attendance, grant participation and updates, program budget information, potential contracts, program support, and community outreach to the Senior Resident Superior Court Judge and Trial Court Administrator.
Manage treatment court budget and complete fiscal reports for all sources as required.
Responsible for maintaining and ensuring that the court’s participant handbook and policy/procedures manual are updated, at a minimum, annually and followed during program operations.
Receive participant referrals, conduct intake interviews, and prepare reports on those referrals for staffing to the Community-Centered Court of Lincoln County team.
Responsible for the coordination of assessments of all participant referrals and other communal services offered within Lincoln County.
Conduct intake/screening of all participants and prepare written reports for the treatment court team for review.
Assist in the preparation of treatment plans for all court participants.
Advocate and support participant recovery and rehabilitation needs by aiding in the coordination of other community-based services such as housing, entitlements, education, transportation and job training when necessary.
Responsible for the preparation of all Community-Centered Court of Lincoln County materials including but not limited to court dockets, staffing packets, and reports for dissemination to the treatment court team at staffing; this in addition to treatment court events and other community-related meetings.
Facilitate all Community-Centered Court of Lincoln County team staff meetings by providing written and oral reports on participant updates and attend all treatment court hearings as well as other criminal court sessions where referrals may be made.
Must be knowledgeable of each team member’s ethical boundaries and how they are incorporated into the treatment court.
Ensure all court team members follow confidentiality regulations and obtain all appropriate forms signed and circulated for each agency/staffing attendees.
Document implementation of incentives and sanctions of all treatment court participants.
Plan all graduation ceremonies and other notable events for participants of the courts.
Remain updated on national best practices for adult drug treatment courts and seek new innovations for greater program participation.
Research continuing education training information and other educational opportunities in the area of substance use treatment for the team.
Ensure that all new team members receive the appropriate orientation before participating in their first staffing.
Investigate outside funding from various grants and/or organizations to ensure quality services are provided to all treatment court participants.
Write grants as needed.
Obtain necessary program services, supplies and materials.
Perform clerical and administrative duties as required.
Employee may be responsible for performing other related duties and responsibilities as required or assigned.
Employee will report directly to the Trial Court Administrator.
Knowledge, Skills and Abilities / Competencies Knowledge of: court system and legal office practices and procedures.
Skills in: case management; organization; entering data quickly and with accuracy; and Microsoft Word, Excel, and Outlook.
Ability to: explain office and court procedures, and regulations to the public; analyze and interpret facts or program information to make necessary decisions with accuracy; work independently in administering or coordinating special court programs; accurately spell and apply proper grammar; work well with others; speak and understand a language other than English; and organize and complete work by specific deadlines.
Minimum Education and Experience Requirements Graduation from a four-year college or university with a degree in a human services field such as psychology, social work, sociology, counseling, or criminal justice and one (1) year of experience in a human services field or the court system; or an associate’s degree in a human services field plus three (3) years of equivalent experience; or an equivalent combination of training and experience.
MANAGEMENT PREFERENCES Knowledge/experience with drug treatment courts, mental health courts, crisis intervention and conflict resolution is preferred.
Knowledge of best practices and national standards for treatment of substance use disorders, person-centered/goal-oriented planning, recovery model, motivational interviewing and problem solving techniques.
Knowledge of the principles and practices of case management, interviewing methods and techniques, substance abuse assessments, services and principles, basic structure of the North Carolina criminal justice system, Microsoft Outlook/Calendar, Microsoft Word, Microsoft Excel and WebEx.
Must be able to work well with others by using appropriate methods and flexible interpersonal style to help build a cohesive team, facilitate the completion of team goals with internal and external partners, and build trust by interacting with others in a way that instills confidence in one's intentions and those of the team.
Must be able to identify and understand issues relating to substance abuse, solve problems and opportunities by comparing data and different sources to draw unbiased opinions to develop a plan of action or appropriate response.
Must be able to communicate those issues, problems and opportunities clearly and effectively.
Must be able to demonstrate and clearly communicate the traits, inclinations, and dispositions that characterize successful leadership and the leadership of the Senior Resident Superior Court Judge.
Must be able to exhibit time management skills and prioritization of work.
Must have a valid North Carolina driver’s license and must live in Lincoln County or counties bordering Lincoln County.
